I have no reason to denigrate the citizens of North Dakota.
I'll point out, however, that New Jersey scored above average on NAEP
testing as well. So SAT and NAEP scores do not necessarily track.

The correlation between percentage taking the SAT and mean score for
each state is high. Furthermore, it makes sense that only the
brighter college bound kids who plan to attend college in elite
universities in other states that require the SAT (ND schools do not)
would take the SAT, and they indeed would be expected to score better
than the average kid.

This would be a valid argument if the top universities used the ACT
instead of the SAT, but the ACT is primarily used by Western rural
state universities, which are not the schools that the top students in
the country attend.

Men are very competitive. What were your SAT scores? Mine were

I am fully aware what an average is. Furthermore, I can read a data
table correctly.

Really? VA is 20% black, and NJ is 15% black. Not much difference
(and since only 4% of those in NJ and 9% of those in VA took ACT, the
numbers of black kids who took the test was pretty small).
