When we talk about *rate*, Joseph, we've already adjusted for the higher
population.  To clarify this point, let's compare the US to Japan.  We have
a population of 284 million, which is slightly more than twice that of
Japan, at 126 million.  But we have 593,939 men in prison for rape and
sexual assault, whereas Japan has 365.  In absolute numbers, this is a
difference of 1,627 times.  But the rate per 100,000 population is what
needs to be compared, which is 209.1 in the US and .29 in Japan.  This means
that our prison *rate* is 721 TIMES higher than Japan's.  We also have 26
times as many people per capita in prison for drug violations, 17 times for
DUI, 307 times for firearms violations, 92 times for robbery, 55 times for
assault, 194 for homicide, and 23 times for arson.

This is a comparison of the *rates*.  Obviously if we compared the actual
numbers, they would be more than twice that.

Do you believe that American men are that much more likely to be murderers
or rapists than Japanese men?
