Getting rid of unwanted trees (safely!)

Looking for a way to keep trees that are cut down from regrowing.
I have quite a few sycamore trees growing on a dam that have been cut
down once, but have regrown.  I am looking for a safe way of keeping
this from happening in the future.  I am not on the property year round
so I can't keep going back to hack away at the suckers that sprout up.
I also wany to use something that will not kill everything else in the
area (I need the ground cover)  Any and all suggestions will be greatly
apreciated.  Thanks in advance!!!
