There are many data products at the NCBI FTP site, generated by
many different NCBI groups.
The RefSeq/UniProt mapping file that you mention is not a
GenBank-related product, so it might be better to send your
inquiry to the NCBI Help Desk:
info from ncbi.nlm.nih.gov
