THe first question can be answered at the newsgroup archive,

See in particular [Genstruc Charter] that has the 1997
description of discussion topics.  

Why is it empty? As a guess, people moved on to other topics
and/or other venues for this subject.  Feel free to revive it
if it seems a useful newsgroup.
