Is pcr phenotypic method?

I'm using PCR to screen for fungicide resistent
allels.  My theory is that a phenotype can be
predicted from PCR results, so I consider PCR as
a phenoptypic method as growth assay. some say
that this theory is wrong and PCR can not be a
phenotypic method. If someone hes an opinion or
knows some refferences.........please.
