The cuban vacine has been used in Argentina since 1994, perhaps
you can find more information about the results contacting
University of Buenos Aires through Argentina newsgroups.
As far as I know, the vaccine has been aproved "too fast" by
argentinian authorities.
Another source where you could possibly get more information is
contacting Malbran Institute (also in Buenos Aires).
I don't have these adresses but may be you can get trhough with
