Project about petroleum utilizing bacteria in marine water

Dear reader,

       Now  I am doing a project about petroleum utilizing bacteria. I need to isolate petroleum 
utilizing bacteria from sea. However, I  still cannot  get any bacteria culture from sea. Here  is 
the medium I used and the general environmental conditions of Hong KOng.

Substrate: Diesel from Oil station (brand name: Mobil) 
           or Motor oil from  factory

Medium ; K2HPO4 ,KH2PO4, MgSO4, NaCll, CaCl  , NH4NO3 in deioonised water ewith trace e lement t 
stock (H3BO3 , ZnSO4.7H2O , CuSo4.5H2O , MnSO4.H2O ,FeCl3.6H2O , (NH4)6Mo7O24.4H2O ) 
this component is taken from Can. J. Micorbiol. Vol. 20 pp955-862.

Environmental conditions:Temperature of seawater 25 C - 27C
                         Dissolved oxygen in water  Site 1 : 3.3 mg/L  ( the  Lowest  one ))
                                                    Site 2 : 6.73 mg /L 
                         Turbidity 6.59 NTU to 12 NTU
                         Salinity  around 32ppt

Incubating Temperature : 22C (room temperature)

I had incubated the sample water with above  medium and Diesel for  a month , but no bacteria  
grew on it. Now , I used motor oil  as substrate for a weeks  and also seems  no growth .
Up to now, I don't Know what the problem is.  Would you please help me to solve the problem or 
give me more information if you think that is helpful.
