b-galactosidase assay quetion

I guess I forgot to make clear that I was working with a purified enzyme 
extract, not a culture of E. coli, so I got responses saying that the 
increased activity of b-gal was due to induction of the lac operon by 
lactose. However, I'm dealing with just some b-gal, substrate, water, 
buffer, etc.....no exogenous synthesis of b-gal is going on.
