Ethylene oxide sterilizier validation

I am currently trying to work out a protocol for validating a ethylene
oxide sterilizer that is using 20% ethylene oxide and 80% carbon dioxide. I
hope someone can help me out with the following:

1. Without a pre-conditioning chamber, it is possible to perform it in the
sterilizer chamber itself. ie. I am thinking of injecting steam into the
chamber to achieve about 60 to 70% Relative humidity and holding it at 40
degree Celcius for an hour before performing the vaccum.

2. Why do we perform an intial vaccum before conditioning phase which is
injecting steam and incubating it.

3. Any idea whats the recommended relative humidity for the conditioning
phase ?
