You need something that will allow at least 50% those infected to
survive with a subclinical transmittable infection, at least for
the short term. It would also be good if the organism would
become dorment in some people. How about recombinant technology
that could somehow involve E. coli and a prion with a period of
dormancy of 2-5 years.
