You need to consider that microbes surviving?"inside of a bar soap" may not be detected using typical dilution and typical agar plating methods.?
Curious, why would you think microbes would be present inside a bar of soap?? Soap making is a pretty harsh process.

We are looking for a test method that can determine the total count of colonies
INSIDE a bar of soap. We would like to obtain a method where we can make a
dilution in a broth and then follow a spread plate technique to count the final
colonies. We are however not sure how to go about this ex dilution factor etc.
Any ideas or suggestions?

You want to express the final result as CFU per gram of soap. That
means you must know the mass of soap and vol of liquid that you use
for the first step, of suspending the soap.
You'll have to worry about how to get the bugs off the soap, and any
possible effects of the soap on the plating. You can explore these
with controls.
