How do I shear and break apart small particles?

Hi. I am doing materials science work were I need to shear
microscopic Teflon particles, which causes it to make 200 angstrom
thick fibers that hold powder together into a dough.  Too much
shear, and the network of fibers breaks down.  I posted this
here in the hopes that microbiologists have solved a similiar
problem in order to disrupt tough hided little E Coli or other
critters.  Any ideas to shear particles that can be adapated from microbiology
would be much appreciated.
