[Microbiology] Micobes in a bar of soap

We are looking for a test  method that can determine the total count of colonies INSIDE a bar of soap. We would like to obtain a method where we can make a dilution in a broth and then follow a spread plate technique to count the final colonies. We are however not sure how to go about this ex dilution factor etc. Any ideas or suggestions?
