Making Evolution More Efficient

How could the mechanisms of evolution be made more efficient?
I've fooled around some with genetic algorithms and it's interesting
to try different strategies. Currently nature uses crossover and
mutation to mix up the genetic soup. What would happen to humans if
we could change how genetic information is passed? There's also
some genetic information that is ignored during mitosis, what would
happen if we could replace the ignored information with good information?
What if we could change the fitness evaluation function as well?

As you've probably guessed I really don't know what I'm talking about,
but I'm trying. Does anyone have any speculations?
