Mutational hotspots?

Hello everyone!

Is anyone reading these newsgroups? Well I have a question
for those who do:

Can certain positions in the genome be "mutational hotspots"? I know
of hotspots when they are caused by a mobile genetic element. What I
want to know is: can just an, say A, in a genetic sequence be prone to
mutate more often than surrounding "letters"? Also, can "letters"
"wobble" back and forth from generation to generation? What base
transitions would that be?
