descending inhibition of stretch reflexes

If the ankle flexor reflex is initated and measured (using an
electromyogram and electrodes on the calf muscle )while a subject
clenches their hands togther and attempts to pull them apart,
(Jendrassick Manouvre)
the amplitude of the electrical activity recorded is reduced,
compared to that which occurs when the subject is at rest, this must be
due to the descending spinal cords, but what componts of the relex arc
to they influence to cause this effect
