Overriding reflex arc

I'm interested in how the brain can override the reflex arc, for example
pre-meditating the fact you're going to pick up a hot plate that you would
normally jerk away from. I've done a Google search with some results, but
nothing goes in to detail.

I am also interested in whether there is a connection between this and the
ability to simultaneously fire more muscle fibres than normal in panic
situations. Perhaps this explains how martial artists summon what they call
'Chi energy'?
