The former (regulation of access to discussion groups) is presently
accomplished by the creation of moderated newsgroups; however, it
is quite easy to overrun this mechanism (and the message we talk about
did indeed appear in moderated newsgroups - like bionet.journals.contents -
I guess that there are some people trying to find out from where this
posting came to invoke the latter possibility (removal of internet access
for this person). However, this can be tricky at times.
Summary: you have to accept the occasional abuse of newsgroups or you
should not use Usenet.
